Heck, the military has contingency plans for just about everything. Alien (as in ET) invasion? Sure. Super volcano eruption? Hey, History Channel says it could happen, so why not? And some of them are going to be put together by REMFs with nothing else to do.

Plans are what the planning department does. There were more than five variants on how the army thought a war with Japan might start. A Taranto-style attack on Pearl Harbor wasn't one of them.
