I believe Auto-Ordnance used to inflict that on their mainspring housings. No one really knows why. However, some pistolsmiths have taken to drilling a small vent hole on the inside face of the mainspring housing to prevent a buildup of oil, grease, or any other fluid inside the housing from interfering with the compression of the mainspring and its cap.
I had an Argentine 1911-ish pistol that had a mainspring housing much like that, IIRC.
