Those two big red blobs in Arizona include Phoenix Metro area and Tuscon Metro area. Parts of those counties are pretty barren, you just have to pick your spot.

I went to school in SW VA. Practically East TN. Pretty country.
I looked up my area and population density is 46 people per square mile.
Which honestly is way too crowded.
My standard is "Safely shoot a 50 cal in any direction from my front porch".
