Folks are up in arms and rightly so.
This doesn't impact me so much. I have a VA CCW, but it's out of state and Pennsylvania already didn't accept it.
But it now mean MBtGE can't legally carry in Pennsylvania with an in state VA CCW as of February 1st.
In fact, neither he nor I can carry with a Virginia CCW license in Florida, Louisiana, North Dakota, Pennsylvania, South Carolina and Wyoming. Don't visit most of those states much.
If MBtGE had a Utah permit, too... he'd be ok for some or all of those... Particularly PA.

Actually the UT permit isn't good in PA anymore. MBtGE would have to travel to PA, to say, the Courthouse in Lancaster, and apply for a PA non-resident permit. Or he could apply for a NH Non-Resident permit. NH non-res is pretty much the only non-resident permit that's good in PA anymore. Catch is that you can't apply for NH unless you have a permit in your home state, so it's no help to you in MD.
I had no idea that my attorney General had such amazing flexibility! He had to reach a long way up his ass for this ruling. Yet another anti-gun Democommie "fixing" a problem that exists only in his imagination. I morn for my Commonwealth. This ass only won by 165 votes. Why, my fellow Virginians did you let this happen?
The Utah permit requires a home state permit if it's shall issue there, but not if it isn't.
The interweaving of these laws is downright confusing.
Actually, on closer look VA permits are still good in PA. They accept ours but we do now accept theirs.
It's like a NY CCP. They can carry in Texas buy Texas cannot carry in NY.
