Yeah, because the average bubba never does anything stupid at a gun range.
Bubba does stupid things, but a gas main? That's advanced level.
It wasn't a police officer that was operating the backhoe. It was a county worker. This story has nothing at all to do with the police, much less carelessness or misconduct by them. Come on now.
