How about making Northern Virginia Part of the District of Columbia instead.
It's full of Washington Bureaucrats and various federal agencies, and of course the Pentagon. Just call it the Greater District of Columbia.
But with hold statehood. and keep them non voting in all things federal.
Better yet lets just make everything within a 100 mile radius part of DC both in VA and MD.
