What is the appeals go up all the way to SCOTUS and says Maryland has to let me open carry and that is how it pans out. OC in Maryland and no CCW. Restrictive may-issue regime only for concealed.
Yuck. Not my preference.

Mine, neither.
I like having OC legal, as that negates the chances of being busted because my gun printed. But I don't like OC itself (unless you're out in the field or on your own property).
Open carry can lead to CC.
We had open carry in AZ since statehood, but no CC. Then less than 20 yrs ago, got CC thru, then less restrictions, then Constitutional Carry.
What we really need is National Concealed Carry Reciprocity. That will kill all the restrictive states laws because it provides that "any" firearm can be carried. No more silly list of what is approved or not.
Of course the Reps in the Senate aren't going to pass it even though the House has.
