When a storm comes you normally get a break on your bill when the power goes out on you, right?  They aren't delivering you power, so why would you have to pay for it?
Not in Maryland.  My power company, Pepco, gets to slap a surcharge on us.  Pepco supplies DC.  They don't get to put a surcharge on customers there.
So Pepco gets paid whether you get juice or not.  Sort of a perverse incentive, no, when the power comes down?  Why pay lineman overtime to restore service?  Overtime is EXPENSIVE!  Just, when you get around to it.
I wish I got paid the same if I worked or just stayed home doing my own thing, too.
