DeLisle Build

So I broached the subject with Sam.

Build me a DeLisle type bolt action rifle.  Doable?

I got a 'hmmmm...'  Which is a good sign.

Now to also figure out how this will work with Maryland and ATF regulations.  If I give Sam a donor rifle then he just adds a suppressor and I have to deal with tax stamps and what not.  Will I need to deal with Maryland?  Good question.
