Well, crooked Wayne and his Crew can barely control their bowels and have to resort to fake PO Boxes on the board ballot envelopes to grasp to power. So I guess it wasn't all them doing the legislative steering. Maybe it's the constituents making up a majority of the voters in a majority of seats?
