What in Hades is a rain tax? Has it gotten that insane that the politicians and bureaucrats tax folks when it rains??? If so, to what end other than purely evil taxation!
It is exactly that. You got a big roof? Tax on the impermeable surface area. Just put a driveway in? More tax.
It's to remediate water pollution.
