No, I do not remember when we knew how to fight and win wars. I've read about it, but that time is nearly out of living memory.
We certainly know how to win battles, you'd think that someone could take that important capability and bootstrap it into winning wars... alas.
It's difficult for a nation to win a war that it refuses to acknowledge is being waged.
