Well, it's because the Governor wouldn't allow the Guard to be Armed at all when the Outbreak first hit. Election was coming up, you know. ; )

Even more importantly... it is unusual for the average citizen to know their blood type-much less all the other blood factors :) something to know!
The Brady zombies already disposed of them all.
