She's probably depending on staff to give her talking points, and she probably hasn't actually READ a bill in years...
That means her staff has no business writing form letters and making her boss look dumb.

Mikulski's biggest asset (Ya, I went there.) is her ability to sit through fund raising dinners without falling asleep.
