Ummm, because of all the nude beaches and nudist camps there? Almost as many as Florida, but less cloud cover?
I thought California was a part of the United States, and spying on them is like the Soviets spying on their allies in WW2.
Probably cartel pot growers running slave-operated grow camps up above Chico.
